The GTA, where nearly two-thirds of registered soil is generated, also
holds about 60 per cent of the identi昀椀ed annualized capacity. The GTA
may be ready, but the data shows there is uncertainty in Ontario’s
readiness outside the GTA. Hamilton-Niagara has only four post-2022
sites, while Northern Ontario has 昀椀ve scattered facilities sharing barely
300,000 cubic metres per year across an enormous territory. Several
municipal markets have no nearby Class 1 capacity identi昀椀ed in the post2022 approval scan.
That wording matters: unmatched registry destinations show that older
sites exist, but without a public roster or capacity data, a project team
cannot assume that they are operating, suitable or available. A provincial
total cannot move soil; a truck needs an accepting gate within an
economical haul distance.
How much soil will the restriction actually displace?

The May analysis reported that approximately 1.14 million cubic metres
of land昀椀ll-bound soil met a provincial quality standard. That 昀椀gure was
cumulative across the registry 昀椀lings, not an annual 昀氀ow. Annualized,
the registry records roughly half a million cubic metres of excess soil
